Human Resources Manager

The Canadian International School – Lao Cai (CIS_Lao Cai) is an Alberta Accredited International School delivering 2 teaching programs in the Lao Cai Province, Vietnam:
1. Vietnam National program delivers the Vietnamese National Curriculum Grade 1 – 12 and instructions in the English language oral and written fluency according to Albert Education, Canada.
2. The International program delivers the Alberta Curriculum to Grade 1 – 12 entirely in English. Students who graduate from CIS_ Lao Cai receive a High school Diploma.
Group size: 200 – 250
The Canada – Vietnam Foreign Language Center (CVC) operates four programs in Lao Cai Province, Vietnam.
1. English program for children (age 4 – 16)
2. General English for Adults
3. a. English program for Students study abroad
b. English program for Skilled Workers who want to work abroad
4. English methodology Training for teachers

Group size: 20 – 30 staffs

The HR Manager will oversee all areas of the HR Department, including recruitment, learning & development, compensation & benefits, and employee relations for its school system (CIS) and Canadian – Vietnam Foreign Language Center in Lao Cai.

The Vietnam Foreign Language Center in Lao Cai is a start-up business.

***Job Description

• Develop and implement HR policies in accordance with CISS Head Quarters;
• Ensure compliance with laws and regulations;
• Evaluate staff and present performance reviews;
• Consult staff and identify staff needs or change in staffing;
• Create JDs based on the needs and demands of the school and company;
• Design and direct staff events and training programs;
• Be responsible for all activities of HRM for the Vietnam Foreign Language Center.
• Develop organization strategies by identifying and researching human resources issues and make recommendations;
• Establish human resources objectives in line with organizational objectives;
• Implement human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, health and safety, employee relations and retention, HR compliance, and labor relations for both local staff and expats.
• Manage human resources operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff, as well as plan, monitor, appraise and review staff job contributions;
• Develop human resources operations financial strategies by estimating, forecasting, and anticipating requirements and trends. Develop action plans, measure and analyze results; initiating corrective actions; minimize the impact of variances.
• Provide human resources advice, counsel to the BOD;
• Comply with labor law and local legal requirements by studying existing and new legislation; advising BOD on needed actions.
• Collaborate with other departments in new projects.
• Perform other duties as required by the BOD.

JOB REQUIREMENTS

***Qualifications:

• BA or higher degree in HRM, Business Administration or relevant to the HRM field.
• At least 7-10 years’ experience in international HRM;

***Abilities/Skills:

• Having highest level of integrity and long-term commitment;
• Must be accurate and efficient, high energy; careful, meticulous, confidential
• High teamwork spirit and responsibility
• Strong oral and written communication skills in both Vietnamese and English
• Ability to organize work independently as well as a team player, ability to observe and handle problems quickly and effectively
• Superior interpersonal and coaching skills including patience and ability to work well with staff at all levels.
• Hands-on experience in administering a major HR software system e.g. HRIS, ERP, SAP etc.
• Experienced in making budget
